NOTICE IS HEREBY GIVEN to attend a meeting of Colney Heath Parish Council to be held on Thursday 4th December 2008 at Colney Heath Village Hall, High Street, Colney Heath AL4 0NS at 7.30pm.

 
The meeting will be open to members of the public who will be made welcome unless the Council otherwise RESOLVE in respect of certain item(s) (contained in a Part II) where members of the public & Press are excluded. (Compiled planning & data received to date by;-Assistant Clerk to the Council Mrs Kim Parker-Mead – at 30th November 2008)

1. APOLOGIES, ANNOUNCEMENTS & DECLARATIONS.

2. MINUTES-To accept minutes of the Full Council Meeting Held on 6th November 2008

2-1 MATTERS ARISING FROM THE ABOVE MINUTES;-Any issues changes or corrections to be noted.
    
3. URGENT MATTERS THE CHAIR MAY WISH TO BRING BEFORE MEMBERS of the COUNCIL
As noted 3-1 & 3-9 –Legal Matters -SCADC Parish Conference-New Web Site- Lease issues-Station Rd Bridge. Proposed New co-opted member-Govt Consultations. Budget in Part II also Fly Tipping.

4. FINANCE-
Agree &  debate items 4.1-4.8 in agenda also payments of Parish income/expenditure-December 2008 together with details-& explanation by Clerk & RFO -item(s) (contained in a Part II) where public & press are excluded.

5. PLANNING
To receive reports on Applications –Decisions-Approvals -Appeals noted 5-1 to 5-6 attached supporting notes.
Including new developments & Section 106 Payments to CHPC-Highfield Lane College- SEERA Gypsy review.  

6. COMMONS & OPEN SPACES FOOTPATHS & RIGHTS OF WAY
As attached noted items 6-1 to 6-8 including Commons-Rights of Way-Warden-Ranger-Gardner reports

7. HIGHWAYS-TRANSPORT-FOOTPATHS and VERGES
To receive reports from councillors and consider other matters as items 7-1 to 7-7 notes accompanying this agenda

8. PUBLIC QUESTION TIME
At 8.30pm but may be adjusted slightly earlier or later at discretion of the Chair (Refreshments served)

9. COUNCIL BUILDINGS HALLS -ORGANISATIONS and TRUSTEE MATTERS
To consider items 9-1 to 9-8 note including High St Recreation Ground-CHFC Pavilion-Charles Morris- Buildings

10. COMMUNITY REPORTS & OUTSIDE BODIES
As items 10-1 Fly Tipping Police Matters Vital Villages to 10-8 Matters from SCADC on accompanying notes

11. MEMBERS QUESTIONS
As items listed on accompanying notes listed 11-1 to 11.5 including matters needing debate & attention

12. OPERATIONAL MATTERS AND CLERKS REPORT
As items listed 12-1 Staff Issues-Clerk Reports-other items to 12.8 on the detail notes-also any late matters
